Buyers create templates by navigating to Company Settings > Templates. Templates can be based on existing work orders or templates, or can be created by competing the template form manually. 

Things to think about: templates do not require fields to be completed - so the address and price fields can be left empty. Also, buyers associate Routing Rules to really expedite the work order creation process.
